Working Committee on the Development of Mineral Resources

The development of mineral resources is China’s key work in the “Belt and Road” countries.

On February 2023, 2, the SCO Economic and Trade Platform Secretariat decided to establish a preparatory group for the Mining Resources Development Working Committee;

• Select entrepreneurs with experience in mining mergers and acquisitions, investment, operation and trade at home and abroad from the expert committee of the China Professional Managers Association, central state-owned enterprises and private enterprises to lead the preparatory work;

• Positioning: Provide entrepreneurs with national-level empowerment in the field of mining resources development, as well as policy, capital, safety and other guarantees. International business matchmaking for entrepreneurs and coordination with the competent authorities of Member States.

• Develop members for the purpose of uniting the industrial chain and forming a brand cluster;

• Members include but are not limited to investment enterprises, trading enterprises, consulting technology companies, geological and mining operation service enterprises, machinery and equipment enterprises, financial and legal institutions, mine owners, etc.

Core tasks:

• Resource integration and industry innovation: coordinate the development of mining resources in member countries; Explore new mining development ideas, research

study the industrial policies of each Member State; Strengthen the integration of scientific and technological innovation and resource development;

• Building a new ecology of SCO Mining: leading Chinese mining enterprises committed to high-quality and branded development, uniting upstream and downstream enterprises to realize the digital mining ecological layout in SCO countries in the form of brand clusters, and establishing the “SCO Mining Standards”;

• Strengthen exchanges and cooperation among member countries and fully empower the development and utilization of mining resources in member countries.

Background of establishment:

NGOs are a new force in building a new world order

• International NGOs have become a pillar force and play a pivotal role in the establishment of a new world order.

• NGOs have a strong sense of responsibility and participation in society, and in many cases even shoulder government functions. Its flexibility and breadth are unmatched by governments.

• By the end of 2022, there were about 35000,<> international NGOs around the world influenced by other countries around the world, and there were NGOs behind trade and political competition between countries.

• There are only more than 40 NGOs influenced by China, and the development of Chinese NGOs has a long way to go.

The power of organized entrepreneurs is powerful!

• The investment and development risks of the mining industry itself exist for a long time and cannot be eliminated, and an enterprise has limited capabilities and cannot comprehensively evaluate investment risks.

• Under the framework of the Shanghai Cooperation Organization, in the name of the working committee, it is necessary to use the power of platforms and think tanks to integrate resources in various fields, carefully study and judge from a higher and broader perspective, and promote the implementation of the whole industrial chain of mineral resources investment acquisition, exploration, mining, mineral processing, processing and operation through various means.

At present, there are the following problems in overseas resource investment:

• 1. Political risks: political environment, diplomatic relations, international environment, policy changes, expropriation;

• 2. Financial risks: fiscal revenue and expenditure, foreign exchange control, exchange rate, tax rate, investment income;

• 3. Legal risks: environmental protection policy, legal environment, arbitration disputes, compliance, long-arm jurisdiction;

• 4. Operational risks: mineral quality, natural disasters, production technology, local labor, community relations, public opinion; • 5. Safety risks: social security, culture conflict, production safety, medical and health, occupational disease hazards.
